In February 2021, or more precisely on the 26th, Sergei Stepanovich Vashchuk, aka “Grey”, aka “Serunchik”, was interrogated by the investigator of the Goloseevsky UP GU NP in Kiev, senior police lieutenant Bohdan Vladimirovich Zagachevsky .
The interrogation lasted exactly one hour: from 10:00 to 11:00. “Serunchik” was interrogated as a witness in criminal case No. 1020100010005230 dated 25.12.2020. There were no persons present during the interrogation and to whom Senior Police Lieutenant Bohdan Zagachevskyi should have explained the requirements of Part 3 of Article 66 of the Criminal Procedure Code of Ukraine regarding their obligation not to disseminate information about the procedural actions carried out by the investigator.
“Serunchik” told the investigator that he really is Vashchuk Sergei Stepanovich, that he was born on October 18, 1973 in the city of Kiev, that he is Ukrainian by nationality.
To the author of these lines, “Grey” proudly proved that he was German by nationality, almost a purebred Aryan, whom history had brought to Ukraine in some mysterious way.
Sergey Stepanovich Vashchuk noted in the protocol that he had a higher education. Since when we met he assured me that he worked as a TV repairman in a repair shop, then, assuming that “Serunchik” had deceived the gullible investigator Bogdan Zagachevsky , our publication made a corresponding request to the relevant specialized ministry. And, naturally, received the following answer:
That is, in the Register of Educational Documents of the Unified State Electronic Database on Educational Issues there is no information that Sergei Stepanovich Vashchuk is the happy owner of an official diploma of higher education.
Then “Grey” Vashchuk stated that he works for FC “Yednist Kyiv” as the president of this football club. It is strange that the creditor of the debtor Sergey Stepanovich Vashchuk, Fedor Fedorovich Romash , who controls all official income of “Serunchik” through the enforcement service, does not know about this place of the debtor. As well as he does not know the address of the place of actual residence (registration) of Sergey Vashchuk. Moreover, investigator Bogdan Zagachevsky established information about the identity of Vashchuk from the passport provided by “Grey”.
The investigator of the Goloseevsky UP GUNP in the city of Kiev, senior police lieutenant Bohdan Vladimirovich Zagachevsky, explained to “Serunchik” that he called him to testify, but not in the latter’s usual capacity as an SBU informant, but as a witness in the above-mentioned criminal proceedings regarding the fraudulent actions of citizen Kiriya Sergey Vadymovich. That is, as it turned out, Sergey Stepanovich Vashchuk had known for a long time and only on the day of interrogation, namely February 26, 2021, at the request of the police investigator, decided to tell him about a certain fraudster Kiriya S.V.
At the end of numerous warnings, Senior Police Lieutenant B.V. Zagachevsky noted that, in accordance with Article 67, witness Sergei Stepanovich Vashchuk was warned of criminal liability under Article 384 of the Criminal Code of Ukraine for knowingly false testimony. Warned by the investigator, “Serunchik” readily signed the warning.
So, according to the statement of Senior Police Lieutenant Bohdan Zagachevsky, “having familiarized himself with his rights” Vashchuk Sergey Stepanovich made a statement in which he noted with all responsibility that he wishes to give testimony against Kiriya Sergey Vadimovich in Ukrainian. And he also wishes to present this testimony on the investigator’s record.
“Serunchik’s” wishes were immediately fulfilled by investigator B.V. Zagachevsky . And “Serunchik” began to consistently show the policeman who Sergei Vadimovich Kiriya was.
Sergey Vashchuk met Sergey Kiriya around 2012. He met by chance. Through a mutual friend.
Who this acquaintance is, “Serunchik” modestly kept silent. And the investigator, apparently, was not interested in the name of the acquaintance of the stranger Vashchuk.
It turned out that Kiriya Sergey Vadimovich was a citizen of the Russian Federation at the time of their acquaintance. And this last circumstance had a special value in the interrogation testimony of “Serunchik”.
Sergey Vladimirovich Kiriya seemed to Sergey Stepanovich Vashchuk to be a conscientious, educated person. And, as is well known, the former TV repairman “Seryi”, who has a diploma of higher education, trusts people with a higher education, and, therefore, “later on we developed friendly relations.”
It is not clear from the interrogation protocol what witness S.S. Vashchuk had in mind when he drew the investigator’s attention to “friendly relations” with Kiriya S.V. I dare to assume that these are not the relations due to which Fyodor Fyodorovich Romash ‘s 16-year-old son called ” Serunchik ” a faggot ?
Nevertheless, having established mutual friendly relations with Sergey Stepanovich Vashchuk, Sergey Vadimovich Kiriya periodically turned to “Seryoy” for help and advice. How did his friend Vashchuk help his friend Kiriya, the latter again modestly keeps silent. Probably, Sergey Vashchuk helped and advised Sergey Kiriya on the correct use of the TV?
The informant “Serunchik”, led by Article 384 of the Criminal Code of Ukraine, reported to investigator Bogdan Zagachevsky that “on the territory of Ukraine” Sergei Vadimovich Kiriya registered “a number of societies” that developed design documentation and equipment “in the field of energy conservation and utilization”. Sergei Stepanovich Vashchuk, under the same article of the Criminal Code, recalled that the main assistant of Kiriya S.V. was a certain citizen named Dmitry Nikolaevich Migulev.
A logical question immediately arises: if Dmitry Nikolaevich Migulev was the main assistant of Sergey Kiriya, then who was his secondary assistant or, according to the terminology of the self-proclaimed president of the football club “Yednist Kyiv” Vashchuk S.S., his reserve assistant? Could it really be “Serunchik” himself ? Especially since Dmitry Migulev was the “director of the company” who “demonstrated the work of the recycling facilities to investors.”
Sergey Stepanovich Vashchuk claims that there were several recycling units and they were in working order. And Sergey Kiriya assembled these units in a rented workshop at a Kyiv address on Shevtsova Street, 5. In addition to the workshop, Kiriya S.V. had a plot of land on which he placed one of these units.
Sergey Vladimirovich Kiriya told “Serunchik” (just like the SBU informant “Seryi” told senior police lieutenant B. Zagachevsky about his higher education) that he holds “an academic degree in the technical field.” That he is a candidate of technical sciences. That he is engaged in serious business in the field of various technologies in European countries and has extensive experience in this. And that he is an unrivaled specialist in “developing technologies for processing rubber products into fuel in Ukraine.”
Telling Senior Police Lieutenant B. Zagachevsky about the processing of rubber products into fuel, “Serunchik” does not specify what kind of rubber products Sergey Kiriya was processing. Could it really be those same contraceptives?
And after this report, recorded by the investigator, “Serunchik”, who is under the watchful eye of Article 384 of the Criminal Code of Ukraine, makes a very serious statement, to which Senior Police Lieutenant B. Zagachevsky pays no attention. Sergei Stepanovich Vashchuk states literally the following:
“In 2014, Kiriya S.V., during a conversation, offered me to help him informally in his activities. The assistance consisted of providing consultations and resolving legal issues.”
That is, a citizen of the Russian Federation, Kiriya Sergey Vadimovich, offers television technician Vashchuk Sergey Stepanovich unofficial work in the form of consultations and solving certain legal issues!
And this was in 2014, exactly when the Russian Federation seized Crimea! And naturally, it seized Sevastopol, the hometown of Sergei Stepanovich Vashchuk, where he was registered at Admirala Makarov Street, in house number 15, in apartment number 26, at least until December 7, 2018!
“Serunchik” does not indicate the place of communication and the exact date of communication in the interrogation. And investigator B. Zagachevsky is again not interested in this.
But even more interesting is the answer of Sergei Stepanovich Vashchuk, consultant and “fixer” of all legal issues for Russian citizen Sergei Vadimovich Kiriya:
“I didn’t delve into the essence of his activities, but only helped him solve problems when they arose, which I agreed to do.”
This and only this is the principle of Sergei Vashchuk’s “activity”: solving problems without delving into their essence!
Then, during the interrogation, “Serunchik” literally “gives up” on the 384th article of the Criminal Code of Ukraine, which he himself recognized. Here is how he does it, and here is how this lie of Sergey Stepanovich Vashchuk is conscientiously recorded by the senior police lieutenant, concurrently an investigator of the Goloseevsky UP GUNP in the city of Kiev Bogdan Vladimirovich Zagachevsky .
Sergey Vashchuk, under his signature in the interrogation, claims that in March 2016 he introduced a citizen of the Russian Federation, Kiriya Sergey Vadimovich, to his friend. And, having introduced them, he noticed that they, the new acquaintances, had developed friendly relations. And, according to Vashchuk, immediately after this, Kiriya S.V. persuaded his friend to lend Kiriya some money. That is, his friend gave the money to a person he barely knew.
The money was needed to build new installations for processing rubber products. “Serunchik” does not indicate how many new installations both of his comrades – the debtor and the creditor – wanted to build, and where did the old installations go and in what quantities at the time when the main assistant of Sergei Vadimovich Kiriya was Dmitry Nikolaevich Migulev ?
Comrade “Serunchik” handed over the money to Kiriya S.V. on December 7, 2018 in the cafe ” Matsioni “, in Kiev, on Bolshaya Vasilkovskaya Street, 114.
“In my presence,” emphasized Sergei Stepanovich Vashchuk, a witness.
The amount that “Seryi’s” comrade gave to Russian citizen Sergei Vadimovich Kiriya under a receipt was $171,500 (one hundred seventy-one thousand five hundred US dollars). Or, as ” Serunchik ” accurately calculated, this amount “according to the NBU exchange rate was 4,779,705 UAH.”
Witness Sergei Vashchuk emphasized that Kiriya Sergei Vadimovich personally wrote a receipt promising to return the borrowed US dollars by June 1, 2019. These banknotes were given as a loan for the development and construction of a completely new rubber processing plant, as well as for the ” construction of new installations at the expense of which he took money.”
“Later,” as “Serunchik” testifies, “he learned something. The exact period of time was unknown to Sergei Stepanovich Vashchuk, and he, having put his signature as a sign of respect for Article 384 of the Criminal Code of Ukraine, therefore resorted to the concept indicated by him in the protocol of his interrogation. And “later,” “Grey” somehow learned that Kiriya S.V. had not fulfilled his obligations to return the borrowed funds. And he does not intend to return this money at all.
And then, after some time under the name “later”, “Serunchik” began to take an interest and delve into the essence of the activities of Kiriya Sergey Vadimovich. That is, if earlier Sergey Stepanovich Vashchuk helped a citizen of the Russian Federation in solving various problems, without delving into their essence, then the “cheat” on the part of Kiriya S.V. in relation to his comrade prompted “Serunchik” to a labor feat called “delving into”.
And Sergey Stepanovich Vashchuk got into it. And, as “Sery” testified to the senior police lieutenant Bogdan Vladimirovich Zagachevsky , he, delving deeply and even penetrating somewhere, found out that these high-tech installations for processing rubber products, which Kiriya Sergey Vadimovich demonstrated to everyone, including comrade “Serunchik”, “do not correspond to the production capacity and technical characteristics that he declared, and in general are not specialized installations for this type of activity.”
Sergey Stepanovich Vashchuk emphasized that these very high-tech installations, specifically for the purpose of creating the appearance of a real special installation, are “slightly assembled by welder Roman Yanovsky at the request of Kiriya S.V. for a monetary reward.” Moreover, “Serunchik” emphasized in bold that Sergey Vadimovich Kiriya is looking for investors to whom he demonstrates his fake installations, promising high profitability from their work. And he does this with one fraudulent goal: to seize investors’ money!
As if these funds would go to the development and construction of new installations, but in fact, Kiriya Sergey Vadimovich had no intention of fulfilling his financial obligations. That is, in relation to comrade ” Serunchik “, to whom Kiriya S.V. personally wrote a receipt.
This is what the insight and deep penetration of Sergei Stepanovich Vashchuk, which happened to him after June 7, 2018, means ! As follows from the protocol of his interrogation, if he had delved into and deeply penetrated the essence of Kiriya S.V.’s activities before this date, then the “rip-off” of the aforementioned comrade “Serunchik” would not have happened.
“Thus, Kiriya S.V., under the pretext of developing and building a new plant for processing rubber products, took possession of funds in the amount of 171,500 US dollars.
At the moment, Kiriya S.V. is avoiding meetings with me; during our last conversation, he said that he was not going to return anyone’s money.”
Vashchuk’s prepositions
Sergey Stepanovich Vashchuk, who branded Sergey Vadimovich Kiriya as a hardened swindler during interrogation, also had pretexts, which for some reason he did not tell Senior Police Lieutenant Bogdan Zagachevsky about. The main one is under what pretext he took money from his comrade, whom Sergey Kiriya shamelessly deceived. As evidenced by the document and the comrade of “Serunchik”, deceived by Kiriya S.V., on that very day, June 7, 2018, in the same cafe ” Matsioni “, in Kiev, on Bolshaya Vasilkovskaya Street, 114, in the presence of Sergey Vadimovich Kiriya and the creditor “Seryi”, he wrote the following receipt:
It follows from this receipt that Sergey Stepanovich Vashchuk took from his comrade not specific dollars, but some cash in the same amount as the citizen of the Russian Federation and, according to “Serunchik”, at the same time the fraudster Sergey Kiriya. The similar amount of 171,500 US dollars in Vashchuk’s receipt is explained simply.
According to the victim, comrade “Grey”, the latter, just like Kiriya S.V., simply “ditched” him.
Both Kiriya and Vashchuk, being in a close and mutually beneficial desire to cheat on imaginary high-tech installations, persuaded comrade ” Serunchik ” to invest $343,000 (three hundred forty-three thousand US dollars) in their profitable business. Responsibility for the money taken was divided equally.
Sergey Stepanovich Vashchuk, like his accomplice Kiriya Sergey Vadimovich, swore to return “the borrowed funds by June 1, 2019.” But Vashchuk, like Kiriya, still has not returned the money.
The fact that Vashchuk S.S. did not intend to repay the debt is evidenced by the address of his own registration, written in his own handwriting on the receipt: “registered in the city of Sevastopol, Admirala Makarova St., 15, apt. 26”. As a true specialist in the field of TV repair, Sergei Stepanovich Vashchuk knew that after the deadline for returning the “borrowed funds” from his comrade, the deceived creditor would not be able to return the money from Sevastopol occupied by the Russian Federation. That is, “Serunchik” was preparing the “scam” in advance.
While branding his accomplice Kiriya Sergey Vadimovich with just anger in the protocol of his own interrogation, the witness Vashchuk S.V. forgot to mention that he is the director of an enterprise registered in the Kiev region, in Fastov, the founder of which is Kiriya S.V.:
He has told the author of these lines many times that he transforms certain rubber products into sources of electricity. He also vividly spoke about this to Igor Taran .
Kiriya Sergey Vadimovich after the opening of criminal proceedings against him claimed that he did not write the receipt. The investigator had to conduct an examination.
It turned out that the receipt was written by hand and in the presence of Sergei Stepanovich Vashchuk, by Sergei Vadimovich Kiriya.
The receipt of Sergei Stepanovich Vashchuk was not subjected to examination. But it exists.
By a strange coincidence, the creditor of Sergei Stepanovich Vashchuk, who has been evading the return of the money he took under a receipt since June 1, 2019, just like the 16-year-old son of F.F. Romash, called “Sery” a faggot. “Serunchik” was not offended by the “faggot” and responded:
The price of his answer is $171,500. Without penalties and fines.
