Civil servants and officials are a special caste in Ukraine. Their principle is simple and no different from the principle of criminals: “Steal more and not get caught!”.

Most of all, this caste is afraid of investigative journalists, because among this community there is the so-called “Law of the chicken coop”, which instantly works every time in relation to a stealing official who is highlighted in the press.
