The Kulinich Case

On March 3, 2022, the Territorial Directorate of the State Bureau of Investigation in the city of Melitopol entered into the Unified Register of Pre-trial Investigations information that the head of the Main Directorate of the SBU in the Autonomous Republic of Crimea, Oleg Kulinich, committed treason. The basis for this quick entry at the very height of the beginning of the war was the report of the operative officer of the Main Directorate of the State Bureau of Investigation in the city of Melitopol, K. Eismant.

GBR officer K. Eismant claimed that some mysterious employees of the local secret police, or more precisely, the main department of the SBU in the Autonomous Republic of Crimea, reported on March 1, 2022 (orally or in writing? – Author) that Oleg Kulinich forbade them from sending “messages about the beginning and readiness of the military invasion” of the Russian Federation troops to the top leadership of the SBU and the state. That is, to Ivan Bakanov and Vladimir Zelensky.

The report written by the State Bureau of Investigation turned out to be outright slander. Criminal case No. 62022080020000039 is an outright diversion of state funds and forces from something more important.

 

The internal pre-trial investigation body represented by the Territorial Directorate of the State Bureau of Investigation, the results of the SBU internal investigation and the testimony of witnesses proved that the slander against Oleg Kulinich set out in K. Eismant’s report turned out to be slander. No one reported to the head of the Crimean SBU Kulinich about the beginning and readiness of the Russian Federation for military invasion. This means that Oleg Kulinich could not have sent Ivan Bakanov and Vladimir Zelensky something that did not exist either on paper or in nature.

Based on the open criminal case No. 62022080020000039, the head of the SBU, Lieutenant Ivan Bakanov, on April 8, 2022, signs and thereby approves the result of the internal investigation, which was conducted by a whole commission of the SBU leadership, including, possibly, Vasyl Malyuk. The internal investigation clearly states the following.

First. There was no message that Oleg Kulinich’s subordinates reported to him about the beginning of the military invasion of the Russian Federation army on February 24, 2022. Not at all. And this message, in the deep and respected opinion of the SBU leadership commission, became the “subject of information manipulations.” That is, this “subject” was invented on the basis of the report of the State Bureau of Investigation’s operative K. Eismant .

Second. Oleg Kulinich did not report to Ivan Bakanov and Vladimir Zelensky every 6 hours and around the clock about the concentration of troops, the number of personnel and the amount of equipment, about the readiness for military invasion and the directions of strategic advancement.

Third. During his leadership of the Main Directorate of the SBU in the Autonomous Republic of Crimea, Oleg Kulinich carried out counterintelligence activities related to the sphere of national security and the organization of counteraction to the special services of the Russian Federation.

Fourth. There are absolutely no grounds for bringing Oleg Kulinich to disciplinary or criminal liability. His actions at that time complied with the requirements of the Constitution of Ukraine and current legislation.

These are points from the official investigation report, which is defined in the volumes of criminal proceedings as “Supplement No. 2”.

So who slandered the honest head of the local SBU, Oleg Kulinich?

The detectives of the Melitopol Territorial Directorate of the State Bureau of Investigation received information in the form of gossip and slander, called “intelligence-operational reports” from Oleg Kulinich’s closest subordinates, “senior officers”. They did this for one simple reason: to conceal “a number of particularly serious crimes committed by an organized group of persons during martial law”.

These persons were seen daily in front of Oleg Kulinich during the peaceful time before the invasion of the Russian troops. Some of these persons, who were part of the organized group, were in Kyiv.

These individuals, having violated the order and the oath, left the place of their military service in Kyiv, and – attention! – “stole and appropriated weapons, ammunition and special equipment belonging to the Main Directorate of the SBU in the Autonomous Republic of Crimea, and left the combat zone.” Having violated the orders, which instructed these “senior officers of the SBU” to defend Kyiv and protect the sovereignty of Ukraine, the protection of citizens.

Having treacherously colluded with the State Bureau of Investigation, these senior SBU officers fled en masse to the territory of the Vinnytsia and Khmelnytskyi regions on February 25, 2022!

Russian troops entered Melitopol on the same day, February 25, 2022, immediately after the SBU and GBR officers left the city. The invaders occupied the building of the district administration and the local SBU office.

SBU officer Boris Pantyukhov , compared to his Kiev and Melitopol colleagues, is a lazy first-grade student.

In Vinnytsia and Khmelnytsky regions, these senior SBU officers, in fact being members of an organized crime group, “hid for a long time, destroyed official information and falsified materials of criminal cases.” Apparently, their flight was prolonged not because of the fear that “Putin would take Kyiv in three days,” but because of the huge number of papers destroyed under the pretext of war and the falsification of many criminal cases. This is recorded in Supplement No. 3.

The SBU commission’s internal investigation related to criminal case No. 62022080020000039 showed that Oleg Kulinich acted within the framework of the current legislation before and at the beginning of the war and there are no grounds for bringing him to criminal responsibility. Having received the original of this investigation, the SBU employees, on the contrary, violated the requirements of the criminal procedural law.

They decided “in order to form a proper evidence base and falsify materials” to continue the pre-trial investigation against Oleg Kulinich. To implement this criminal plan, this pre-trial investigation was transferred to the framework of criminal proceedings No. 622200000000148 dated 17.03.2022. Oleg Kulinich had nothing to do with this arbitrary SBI proceedings !

Having thus “attached” Kulinich to the new case, investigator of the Main Investigative Department of the State Bureau of Investigation Darya Sergeyevna Kapustina officially instructs Ivan Bakanov’s deputy Vasily Malyuk on May 30, 2022 (No. 01/02/02-305-22) to carry out investigative actions with the aim of identifying employees and servants of the special services of the Russian Federation who take “Ukrainian citizens” who commit high treason under their command.

Fulfilling the order of the State Bureau of Investigation investigator Daria Sergeevna Kapustina, acting within the framework of criminal case No. 622200000000148 dated March 17, 2022, the operative of the 1st department of the main department of the DZNG SBU, Senior Lieutenant A. Popovich, wrote a whole report in which he reported to Kapustina and his superiors that he had not identified such employees and servants of the Russian special services. Either, in his authoritative opinion, they did not exist (and they, a priori, were, are and will be!), or establishing their identities was beyond the power of Senior Lieutenant Popovich.

Nevertheless, violating the requirements of the criminal procedural law, Senior Lieutenant A. Popovich , “going independently” (that is, strenuously and skillfully bending over backwards before his superiors) beyond the scope of the assignment given by the State Bureau of Investigation investigator Darya Kapustina, reported that he had received information in a completely unspecified procedural manner that perhaps these same special services of the Russian Federation were using a certain apartment. This apartment, according to the SBU operative A. Popovich , was located at the address: Kiev, Peredovaya Street, 5-A. On the third floor. (Addition No. 6, A. Popovich’s report , cover letter to the State Bureau of Investigation).

SBI investigator Darya Sergeyevna Kapustina processed and studied the report of SBU Senior Lieutenant A. Popovich , which he signed on June 7, 2022. As an investigator, she understood that the operative’s report indicated actions carried out outside the framework of the procedural order she had given to conduct investigative (search) activities. Nevertheless, aggravating the violations of Senior Lieutenant A. Popovich , investigator Darya Kapustina filed a petition with the Pechersky District Court of Kyiv on June 13, 2022.

For some reason, this petition (official!) turned out to be without a registration document number. And Darya Sergeevna Kapustina petitioned for the court to grant permission to conduct a search of the apartment on the third floor on Peredovaya Street.

Subsequently, experts will evaluate this petition of the State Bureau of Investigation investigator Darya Sergeevna Kapustina to conduct a search as containing assessments and factual data indicating the falsification of procedural documents, and using materials from destroyed and closed criminal cases, etc. (Addition No. 7).

Nevertheless, the process has begun. In the absence of both the petition itself and materials to justify the search, on June 14, 2022, the investigating judge Vovk S.V. fictitiously confirmed the information allegedly available in the Main Directorate of the Department of Health of the State Security Service of Ukraine regarding the possible presence of material evidence in criminal proceedings No. 622200000000148 of March 17, 2022, which must necessarily confirm the involvement of a certain citizen Ustinov E.V. in the commission of criminal offenses.

Could it be that Alexander “Buratino” Dubinsky was right when he claimed that investigative judges issue orders, rulings and decisions on conducting searches in the apartments and houses of fellow citizens for $300 without delving into the essence of the petition? After all, Judge S.V. Vovk , “believing” Daria Sergeevna Kapustina, fictitiously “established”, and, on the basis of this “establishment”, on June 14, 2022, determined that a search could be conducted at the above-mentioned address on the third floor (case No. 757/13918/22-k, Supplement No. 8).

In good faith, executing the order of the investigating judge Vovk S.V., senior investigator of the main investigative department of the State Bureau of Investigations Nikolai Grigorievich Armanov, investigator of the same department Darya Sergeevna Kapustina, as well as mysterious SBU employees participating in this falsified event, but not identified by the court order, conducted a search of an apartment on the third floor of a private house at the address: Kyiv, Peredovaya Street, 5-A.

“Searching” this apartment, the SBU officers could not help but know that this apartment is used by the secret police (SBU) for operational purposes when conducting events on the territory of the capital’s car market. And, probably due to this circumstance, the SBU and SBU officers found a flash drive in the apartment, and, naturally, for video recording and a protocol.

The apartment owners told the searchers that the flash drive belonged to a certain Krasnoperova ( Moshenko ) Sofia Sergeyevna, registered at 10 Gorky Street, Apt. 1, in the village of Khlebodarovka , Chaplynsky District, Kherson Oblast. And, of course, it is located in the territory occupied by the Russian Federation.

A foolproof scheme that has been in effect since 2014, when witnesses and owners of anything valuable are sure to be on the occupied lands.

Guided by something completely secret and not intended even for a narrow circle of professional searchers , State Bureau of Investigation investigator Darya Kapustina decides to confiscate this flash drive, on which nothing was found during the search, and send it for examination. On June 21, 2022, she decides that the examination be carried out (Addition No. 10).

As a result of the examination, the KNIISE experts concluded that in criminal case No. 622200000000148 of 17.03.2022, there are no files on the flash drive seized by the State Bureau of Investigation investigator Daria Sergeevna Kapustina. That is, they were not there, as during the initial check during the search of the apartment on the third floor (No. 16825/22-35 of 29.06.2022).

Citizen Krasnoperova ( Moshenko ) Sofia Sergeevna, as the owner of the flash drive, was not questioned: if there are no files, then what is there to question about?

But, at the same time as establishing the absence of any files on the flash drive seized by the State Bureau of Investigation investigator Darya Kapustina, the experts “restored” some previously deleted files. Naturally, they were unable to determine by whom, when and under what circumstances, and as a result of what information processing actions these files were deleted. However, in their authoritative expert opinion, the files deleted by someone and “restored” by the experts contained images, graphic information, text documents, and video sequences (Addition No. 11).

It was in the “restored” files that publicly available materials of public speeches by Alexander “Buratino” Dubinsky were “found”.

Having unexpectedly learned from experts that the files deleted from the flash drive had been professionally “restored”, investigator of the Main Investigation Department of the State Bureau of Investigations Darya Kapustina on June 30, 2022 again gave instructions to Ivan Bakanov’s deputy Vasily Malyuk. This time, she instructed him to conduct investigative actions regarding the inspection of the contents of the “restored” files on the flash drive (Addition No. 12).

It turns out that this order for some reason was not registered with the SBU. Apparently, it was given to Vasily Malyuk privately?

Following the instructions of the State Bureau of Investigation investigator Daria Kapustina, the special assignments officer of the SBU DZNG O. Shvainovsky , for an entire work week, from July 1 to July 6, 2022, “violating procedural and operational-service requirements,” single-handedly inspected a flash drive containing previously deleted, but copied and edited file information, seized during a search in the SBU safe house on the third floor in the SBU premises, at 33 Vladimirskaya Street, in office No. 338 (Supplement No. 13).

Having examined and studied the contents of the “restored” files, O. Shvainovsky presented his findings to V. Maluk . Based on these findings, Vasily Vasilyevich prepared unreliable, or rather, falsified operational information, which he allegedly received while executing the order of the Main Investigative Department of the State Bureau of Investigation. At the same time, he also referred to the same criminal case No. 622200000000148 of 17.03.2022. And this is where the “intelligence and subversive activities of the Russian special services with the participation of V. Sivkovich and a number of citizens of the Russian Federation and Ukraine” came to light.

Maluk sent this “creativity” on July 6, 2022 to the acting director of the State Bureau of Investigation, Alexander Fedorovich Udovichenko. At the same time, he noted, without conducting appropriate examinations and research, the following facts as reliable:

First. In the edited audio recordings, the voices in the conversations belong to V. Sivkovich and O. Kulinich .

Second. The presence of the so-called “political office” of V. Sivkovich and A. Klyuev in Moscow.

Third. Allegedly, the redirection of the contents of the copied file information found during the search of the SBU safe house at the capital’s car market and restored on a flash drive by e-mail between subscriber boxes belonging to Russian citizen M.M. Terentyeva.

Fourth. V.Malyuk determined the authenticity of the pseudonyms given to the top leaders ( herivniks – so in the original document – Auth.) SBU and the state, given to them allegedly during dialogues and conversations, etc. (Addition No. 14).

In order to legalize and form artificial evidence, hide official and procedural evidence, to formalize the statement on the exposure of an agent network in criminal proceedings No. 622200000000148 dated March 17, 2022, State Bureau of Investigation investigator Daria Kapustina ordered a forensic examination on July 14, 2022. The purpose of the examination was to resolve the issue of the ownership of the voices on the flash drive recordings to Vladimir Sivkovich and Oleg Kulinich (Supplement No. 15).

According to expert opinion No. 18762/22-35 dated July 16, 2022, “the actual circumstances of the conversations, the reliability and authenticity, the ownership of the audio recordings of the conversations in the absence of the original file information, the original recording device, the impossibility of reproducing the circumstances of the sound recording are impossible.”

At the same time, the expert opinion itself, dated July 16, 2022, contains a link to file information dated… July 28, 2022 (Supplement No. 6)!

“Thus, there are no expert opinions, results of investigative (search), operational-technical actions, operational-search, counterintelligence measures confirming the reliability and authenticity of the information published by the pre-trial body.”

Cleaning up the Maluk

We remember the resonant information statements and official statements of the SBU, the State Bureau of Investigation, and the State Prosecutor’s Office about the unique special operation carried out personally by V. Maluk . About how he penetrated the ranks of the FSB of the Russian Federation and received the file information he needed, which was allegedly transmitted by Oleg Kulinich to the 5th service of the FSB.

“ An unprecedented filigree development and further implementation was carried out, and agent and technical penetration into the FSB headquarters was achieved . We obtained all the files, having actually provided Moscow with top secret information about the situation in our country, in the Service, as stinks were about to emerge in various processes, – said Malyuk “on October 27, 2022.

On March 26, 2024, in an interview with a publication controlled by Pinchuk, Vasily Malyuk spoke about his “filigree” work as follows:

“The colony (as in the article! – Author) the head of the management of the Security Service of Ukraine in Crimea Oleg Kulinich worked for the Russian agent and prisoner Volodymyr Sivkovich and passed on information about the Ukrainian to him military-political care.

The head of the Security Service of Ukraine Vasil Malyuk spoke about this in an interview with Facts ICTV.

The head of the SBU noted that the SBU was monitoring Kulinich “a little less, less than a few times,” and it was organized jointly with the DBI and the Office of the Prosecutor General.”

All dictionaries define the meaning of ” kilka rokiv ” as a time period from three to ten years. Vasyl Malyuk confirmed that the SBU had been monitoring Oleg Kulinich for “a little less than three to ten years.”

But, excuse me, Vasily Vasilyevich personally “developed” Oleg Kulinich, without even reporting to his boss Ivan Bakanov:

“The investigation itself was more of a tragedy.

The operation from the crime of a long-time officer of the Crimean Department of the Security Service of Ukraine Oleg Kulinich, who worked on the enemy, was more fatal, and the current head of the SBU, Vasyl Malyuk, dealt with the weakness and confusion especially.”

The head of the SBU tells this to the ZN publication on December 21, 2022.

So, Vasily Malyuk’s operation lasted more than a year? Or a little less than three to ten years?

Still, more than one year:

“It was not easy at all. I took care of this diet with just one sedative. I don’t call it intellectual counterintelligence. Rocks will follow at this point. In the situation with Kulinich, it was over the river, – respecting Malyuk .” This is him, December 21, 2022, in an interview with Fakty.

After reading this interview in December 2022, for some reason I thought that this “one employee” of Vasily Vasilyevich Malyuk is his dog. This one, in the photo:

This photo evokes strong associations with the 90s of the last century. Then, each “team leader” held an elite and not quite elite, but fighting dog on a leash, wore a tracksuit, and the face of each “team leader” did not bear the stamp of intelligence at all. Well, like in the photo of Vasily Vasilyevich. Apparently, Vasily Vasilyevich got stuck in his intellectual development in the last century.

And then, just in time, a photograph from the 90s of his colleague from the Russian Federation came to light:

On a warm linden day in 2022, the first intercessor of the head of the SBU, Vasyl Malyuk, rushed to the office before the president . It contains materials from a secret investigation into the identification of prisoners in the highest levels of the intelligence service.

At that time, the war had already been going on for five months, and Daedal’s supremacy more often put insurmountable power in power. Why didn’t they blow up the bridges on Pivdnya when the Russians came from Crimea? Why were the Russians able to get so close and so quickly to Kiev? How did they drink CHAES so quickly?”

The wonderful Oksana Torop does not specify how many traitors Vasily Malyuk found in his ranks. For example, were there materials on Boris Pantyukhov in the materials he brought to President Zelensky ? Or why should the SBU leadership answer the “inconvenient questions” listed above by the BBC journalist, and not the Armed Forces of Ukraine and the National Guard, whose responsibilities included the defense of the country in general and the Chernobyl Nuclear Power Plant in particular?

“At this point, Malyuk showed Zelensky irrefutable evidence that in the head of the SBU Ivan Bakanov, who was at that time in custody, there were people who were attacking Russia and hid their invasion of the territory of Ukraine.

It’s no longer possible to come to Zelensky to secretly announce about the investigation. Once again, the evidence was so much that the president decisively said: “Clean everyone.”

Thus, the BBC refutes V. Maluk’s main thesis that he “developed” O. Kulinich in proud solitude with his faithful dog. He “developed” him together with President Zelensky and, as he later admitted, “together with another colleague.”

“It was not easy at all. I took care of this diet with just one sedative. That gray-faced colonel. I don’t call it intellectual counterintelligence. Rocks will follow at this point. There was more doom in the situation with Kulinich,” V. Malyuk specified in an interview with another publication.

The BBC does not specify the date of the hasty visit by the deputy head of the SBU V. Maluk to the president’s office. “It was a warm July day in 2022.”

But already on July 16, 2022, the SBU and the State Bureau of Investigation detained Oleg Kulinich, and the next day, July 17, 2022, the president dismissed his friend Ivan Bakanov from the post of head of the SBU.

It is unknown how Vasyl Malyuk managed to convince Volodymyr Zelensky that Oleg Kulinich was a traitor. Let us just note once again that the State Bureau of Investigation investigator Darya Sergeyevna Kapustina ordered a forensic examination on July 14, 2022. The results of the examination were ready urgently on July 16 of the same year, that is, on the day of Oleg Kulinich’s arrest. The results of this examination are described above.

But Vasily Malyuk trusts himself more than experts:

“The records of Kulinich and Sivkovich’s activities are confirmed by expert examinations and are included in the materials of criminal investigations. The published files are only part of the great massif,” – Malyuk told us .

“Which is not the main nutrition, which is to blame for this difficult history, is – the evidence was taken from the records of the developments of Kulinich and Sivkovich.

The investigation told us that Sivkovich himself wrote this letter, so that it would be easier for him to speak before the Russian intelligence service. And the truth is that they have become deeply involved in the FSB “their people.” On these records, Zelensky’s positive name is “Penguin”, Bakanov’s is “Talent”, the ex-head of the internal security department of the SBU, Andriy Naumov, was never called “Hunter” (until now we will return).

The SBU does not doubt the authenticity of these records. “The records of Kulinich and Sivkovich’s activities are confirmed by expert examinations and are included in the materials of criminal investigations. The published files are only a part of the great massif,” Malyuk told us.

However, the Air Force has confirmed that the investigative materials indicate a completely different approach. Zokrem, investigators indicated that they found a flash drive with audio, text and graphic files during an hour of searches in one of the Kiev apartments as part of the investigation of a completely different matter. Therefore, I fear that these records could have been specially planted as an analogy to “Derkach’s spittle” in 2020.”

It turned out that he had “infiltrated” an SBU safe house on the third floor of a private house in the capital’s car market.

Vasily Vasilyevich Malyuk piously believed and tried to convince the public, but, first of all, Vladimir Zelensky, that a certain citizen Krasnoperova ( Moshenko ) Sofia Sergeyevna from the village of Khlebodarovka , far from Kiev, now occupied by the invaders, for some reason first stored and then destroyed on a flash drive, forgotten in the above-mentioned SBU safe house, the recordings “reproduced” by experts. Which were recorded while outside of Ukraine by the traitor Vladimir Sivkovich . And who for some reason handed over these recordings to a certain citizen Krasnoperova so that she would for some reason store them in the SBU safe house.

Vladimir Aleksandrovich, based on his personnel decisions regarding V. Maluk , believed him. Especially since V. Maluk has proven himself to President Zelensky as one of the most professional killers of “Chechens” in Ukraine.

The State Bureau of Investigation investigators requested from the SBU reports and the availability of operational records, operational developments, counterintelligence, operational-search activities in which Oleg Kulinch would figure and in which it would be established that he was involved in any intelligence and subversive activities in the interests of the Russian Federation.

The SBU did not have any of this on hand.

And the absence of any documents confirms that the procedural documents were falsified, the material evidence was forged, and an artificial evidence base was created by the so-called law enforcement agencies (Addendum No. 17).

And, in conclusion: there are no materials confirming the connection between MP A. Dubinsky and V. Sivkovich or representatives of the Russian Federation in the materials of the criminal proceedings.
